Speaker Biographies


Lucy France
Lucy France is General Counsel at the University of Montana.  She has held that position since March 2013.  She first became employed at the University in 2008 as the Director of Equal Opportunity & Affirmative Action/Title IX Coordinator.  Before coming to the University, Lucy was in private practice for 13 years with the law firm of Garlington, Lohn & Robinson, PLLP, in Missoula.  Lucy has taught employment law as an adjunct professor at the University of Montana School of Law.  She graduated from UC Berkeley with a degree in Political Economy of Industrial Societies.  She received her JD from the University of Montana School of Law.  Lucy is currently a member of the NACUA Board of Directors and serves as Vice Chair of the NACUANOTES Editorial Board.  She has also previously served on the NACUA Committee on Legal Education.


James Keller
James A. Keller is the Co-Chair of the Higher Education Practice Group at Saul Ewing LLP and is a Partner in and a Vice-Chair of Saul Ewing's Litigation Department. For more than 10 years, Mr. Keller has been assisting educational institutions manage high-profile legal risk, including severe student injuries and deaths, violent or criminal activity on campus, government investigations, and compliance. Saul Ewing's Higher Education team provides Mr. Keller with immediate cross-office, cross-disciplinary support and the ability to jump in and handle any crisis effectively and efficiently.
