JOB SUMMARY

Reporting to the Executive Director of Labor and Employee Relations, the Title IX District Director is the designated agent of the City Colleges of Chicago (CCC) with primary responsibility for leadership, coordination and oversight of the District’s Title IX compliance efforts in support of a safe and respectful learning and work environment, free of discriminatory behavior including sexual misconduct.  The Title IX District Director implements and monitors policies and procedures to ensure institutional compliance with Title IX and the Clery Act laws and regulations, and oversees District-wide education, training and outreach programming related to Title IX.   Performs related duties as required.  

ESSENTIAL DUTIES

  • Develops and implements procedures to ensure the prompt, effective, equitable investigation and timely resolution of all student inquiries regarding rights and responsibilities concerning harassing or other discriminatory behavior in violation of Title IX.
  • Conducts and manages Title IX investigations of student complaints; responds to and/or resolves issues including conducting interviews and gathering evidence as necessary.  Prepares drafts of investigative summaries with findings of fact and recommendations for disposition of complaints and corrective actions. 
  • Collaborates with appropriate CCC administrators to conduct regular training, programs and events for students, and in-service training for faculty and staff, on topics relating to sexual misconduct and discriminatory behaviors, the prevention of sexual harassment/sexual violence, and other Title IX presentations.
  • Provides ongoing consultation regarding Title IX requirements, grievance issues, and compliance programs to CCC’s Board of Trustees and Officers of the District, as well as executive leadership including the Office of General Counsel and the Office of Human Resources.
  • Oversees and ensures Title IX gender equity compliance in CCC’s athletics programs.
  • Develops, oversees, and coordinates District-wide communication strategy and outreach efforts (in-person, electronic, digital, print, web-based) to inform CCC community of Title IX rights and responsibilities.
  • Acts as the liaison between Student Affairs, Security, and Human Resources coordinating District-wide compliance with the Clery Act, including reporting and training.
  • Advises students about options for initiating formal complaints alleging violation of Title IX; advises individuals seeking informal and formal complaint resolution. Refers inquiries that are not appropriate for investigation under Title IX to other institutional resources.
  • Responds to inquiries from students, faculty, staff and administrators regarding rights and responsibilities concerning harassment or other discriminatory behavior in violation of Title IX.
  • Monitors CCC’s discrimination and sexual harassment policies to ensure compliance with state and federal laws and regulations.
  • Remains abreast of current Title IX investigative standards, and continuously identifies and integrates best practices as they relate to CCC’s Title IX program and compliance efforts.
  • Maintains records regarding complaints of sexual misconduct including number, nature and disposition of complaints filed. 
  • Prepares annual statistical reports on Title IX complaints and investigations for submission to the Chancellor, Campus Presidents and the Board of Trustees.

QUALIFICATIONS

Education, Training and Experience

  • A Bachelor’s degree from an accredited college or university.
  • J.D., Juris Doctorate from an accredited law school, or a Master’s degree in Higher Education, Social Work (M.S.W.), Psychology, Human Resources or a related filed is highly preferred.
  • Five or more years of relevant professional work experience, demonstrating knowledge in the field of equal opportunity, equal access, and discrimination.   
  • A combination of education and experience may be taken into consideration based on the applicant’s credentials
  • Experience working in a higher education environment is highly desirable
  • High level of proficiency in the use of Microsoft Office (Word, Excel, PowerPoint) required

Working Conditions
