Francine T. Bazluke

Francine T. Bazluke joined the University of Vermont (UVM) Office of the General Counsel in 1985, following positions as an attorney adviser at the United States Department of Labor, law clerk to a Vermont federal district court judge, and associate attorney at a Burlington, Vermont, law firm. She served as UVM Vice President and General Counsel and Assistant Secretary to the Board of Trustees from 1994 to 2018 (and Of Counsel from January 2018 through June 2018, retiring in June 2018). Fran has authored various professional publications, given numerous conference presentations regarding legal issues in higher education, and taught graduate students enrolled in the UVM Higher Education Student Affairs program. In 2008, she was a recipient of the NACUA Distinguished Service Award. She is a fellow (emerita) of the American Bar Foundation.

Fran holds a bachelor's degree from Vassar College and Juris Doctor from The National Law Center at The George Washington University. 

Fran served as a member of the NACUA Board of Directors from 1996-1999 and as its President from 2003-2004. She has also been a member of numerous committees, including chairing the Committee on Program for the Annual Conference, the Committee on Nominations and Elections, and the Committee on Honors and Awards.

In 2006 she co-wrote an article in the The Journal of College and University Law, titled “Because of Sex: The Evolving Legal Riddle of Sexual vs. Gender Identity” with Jeffrey J. Nolan.

In the words of her colleagues, Fran's decades of outstanding service, leadership, and devotion to NACUA are extraordinary and substantial.  She exemplifies all of NACUA's core values and has inspired countless higher education attorneys.  Fran has contributed so much to NACUA and the higher education legal profession in so many ways.

NACUA is pleased to recognize Francine T. Bazluke as a Life Member of the Association in recognition of her outstanding service and her sustained and substantial contributions to NACUA and the field of higher education law.
