Speaker Biographies

John DiPaoloJohn K. DiPaolo is general counsel and secretary of UC Hastings College of the Law in San Francisco. He advises the chancellor & dean, the board of directors, and other college leaders on legal and strategic matters and helps staff, faculty and students formulate and implement college policies. John is a 1989 Phi Beta Kappa graduate of Wesleyan University, where he received his BA in social studies, and a 1993 graduate of Yale Law School, where he served as articles editor of the Yale Law Journal. After law school, John clerked for Judge Anthony J. Scirica on the U.S. Court of Appeals for the Third Circuit. John has worked on education issues throughout his career. From 2011 to 2017, he served at the U.S. Department of Education as deputy general counsel for postsecondary education and deputy assistant secretary for policy for civil rights. Following his work in the Obama administration, John joined the firm of Cozen O’Connor, where he counseled colleges, universities and school systems on compliance with federal civil rights laws, institutional responses to misconduct and a range of other legal issues. 

 


Lucy FranceLucy France is the General Counsel for the University of Montana, part of the Montana University System under the governance of the Montana Board of Regents. In that capacity her primary obligations are to the flagship University and the three affiliate campuses in Western Montana. She has been with the University since 2008 and served in her current position since 2013. Prior to joining the University, she was a partner with a law firm in Missoula, Garlington, Lohn & Robinson, and a law clerk to the Honorable James F. Battin of the United States District Court for the District of Montana. Lucy has been a NACUA member since 2008 and was an at-large member of the NACUA Board of Directors from 2017 -2020. She has served as Vice Chair of the NACUANOTES Editorial Board, as Chair of the Committee on Strategic Planning, and a member of the Committees on Board Operations, Nominations and Elections, Legal Education, and Finance and Audit. She co-authored the 2016 NACUANOTE Building an Accessible Digital World: The Obligation to Make Electronic Resources Accessible. She has spoken or moderated at dozens of NACUA conferences on a variety of topics. Lucy was the 2019 recipient of the J.B. Speer Award for Distinguished Administrative Service at the University of Montana. She has served as an adjunct instructor at the University of Montana School of Law, chaired numerous task forces and committees at the University and served as President of the Missoula Community School Board of Directors. Lucy earned her B.A. from the University of California-Berkeley, and her J.D. from the University of Montana School of Law, with honors.



Richard Uchida

Richard Uchida is the vice president, general counsel, and secretary of Colby College in Maine. He serves as the College’s chief legal affairs officer, representing the College on legal and regulatory issues, providing a range of legal and risk management services, and overseeing the College’s work with outside counsel. He is also the principal liaison to the Board of Trustees and promotes, facilitates, and supports governance practices across the College to further its long-range strategic interests. Prior to Colby, Uchida was a partner in Hinckley, Allen & Snyder, a law firm with offices in Manchester, NH, Boston, Hartford, Albany, New York City, and Providence, focusing on real estate development and representation of attorneys and firms in ethics matters. He served as vice chair of Colby’s Board of Trustees for seven years. He earned his law degree from the University of New Hampshire School of Law, where he also served as an adjunct professor and a trustee. He was also a member of Colby’s 2013 presidential search committee. Richard has served on panels for a number of NACUA events and is a member of the Association of Governing Board’s Council of Board Professionals.
