John Graff is a litigation partner in the higher education practice at Hirsch Roberts Weinstein LLP in Boston, Massachusetts.  John advises colleges and universities on a number of areas unique to higher education with a practice focus on Title IX compliance and investigation, Clery Act compliance and Department of Education audit representation, and providing consulting services to campus law enforcement on a variety of operational issues including arming and applied patrol and investigation procedures, use of force issues, training and standards, optimization of operational efficiencies and technological infrastructures, and conversion of department models and organizational structures. From December 2009 through August 2010, John served as interim associate general counsel at Emerson College in Boston. Prior to practicing law, John served as a police officer with the Boston University police department.  

Jeffery L. Graves is a 1991 graduate of the University of Texas at Austin’s School of Law and currently is an Associate Vice President for Legal Affairs at the University of Texas at Austin.  Mr. Graves is also the university’s Privacy Officer.  Mr. Graves works closely with the campus police department, is a member of the university’s Threat Assessment Team and has been a member of the Campus Safety and Security Committee since its inception. Mr. Graves began practicing higher education law soon after graduating law school and has been a member of NACUA since 1995.  Prior to joining UT’s Office of Legal Affairs in 2001, Mr. Graves was a shareholder with the Albuquerque, New Mexico law firm Sutin, Thayer and Browne, P.C. where he practiced employment law and higher education law.  

Chief Antonio Williams has over 30 years of law enforcement experience. He has been the Chief of Police at the University of Maryland, Baltimore (UMB) since January, 2010. In addition to his role as Chief of Police, he also serves the University of Maryland Baltimore in the following capacities: Associate Vice President for Public Safety, Director of Emergency Management, Chair of the Behavior Evaluation Threat Assessment (BETA) Team, and Trust and Reliability Official.

Prior coming to UMB, Chief Williams was the Chief of Police at the University of Maryland, Baltimore County (UMBC). Before this he was the chief of the Baltimore City School Police. He began his law enforcement career with the Baltimore Police Department where he spent 20 years.

Chief Williams holds a Master of Science Degree in Management from the Johns Hopkins University.  He also has a Bachelor of Science Degree from the University of Baltimore in Criminal Justice where he graduated Magna cum Laude.  He has an Associate of Arts Degree from the Community College of Baltimore in Law Enforcement (graduated with honors).  He also has a graduate certificate in Homeland Security Management at the University of Maryland University College. He is currently pursuing a Master of Divinity degree from the Capital Seminary and Graduate School.

Chief Williams is a graduate of the 222nd session of the FBI’s National Academy.  He is a graduate of the Federal Drug Enforcement Administration’s Drug Unit Academy.
