Navigating Title VI in 2026: Practical Guidance for Higher Education

Institutions of higher education continue to face complex and evolving challenges related to complaints of discrimination and harassment based on race, color, national origin, and shared ancestry. Title VI enforcement remains a significant federal priority in President Trump’s second term. As a result, colleges and universities are navigating heightened expectations to foster non-discriminatory, welcoming environments for their faculty, students, and staff, while also strengthening compliance practices and responses to federal investigations and enforcement activities.

This two-hour NACUA webinar will provide a timely overview of the current Title VI landscape. Presenters will discuss recent developments, including relevant Executive Orders, ongoing litigation, and agency guidance, and will offer practical guidance for institutions seeking to ensure compliance with Title VI guidance.

Topics will include:

  • Key considerations and best practices for establishing or enhancing a campus Title VI office, or integrating Title VI functions within a broader civil rights office;
  • Recent enforcement priorities and insights including from Resolution Agreements (under both current and prior administrations);
  • Strategies for reviewing and aligning institutional policies with Title VI requirements;
  • Considerations in conducting effective Title VI investigations; and
  • The role of training in supporting institutional compliance and effective Title VI responses.

This webinar will be of interest to all college and university counsel, particularly those who advise on Title VI matters (including campus policies on harassment and other forms of discrimination), student conduct, compliance, and belonging, access, and engagement, as well as investigators and campus administrators with responsibilities related to these areas.

Chief Investigator

University of Pennsylvania

Deborah W. Frey is the Chief Investigator for the Office of Religious and Ethnic Inclusion and Associate General Counsel in the Office of the General Counsel at the University of Pennsylvania. Ms. Frey formerly served in the U.S. Attorney’s Office for the Eastern District of Pennsylvania, where she led a wide variety of investigations and litigation matters, including resolution of complaints of discrimination based on race, age, disability, and other federally protected classes.  

Prior to joining the U.S. Attorney’s Office, Ms. Frey worked at two large international law firms for 14 years, defending corporations and individuals in healthcare fraud, securities fraud, and other white collar criminal matters. Ms. Frey holds a BA in History from Northwestern University and a JD from American University, Washington College of Law. 

Tami Strickman

Tami Strickman

Special Advisor to the President and Executive Director

University of Michigan

Tami Strickman serves as Special Advisor to the President and Executive Director of the University of Michigan’s Equity, Civil Rights and Title IX Office.  

In this leadership role, she focuses on advancing a campus environment free of discrimination and harassment through policy, educational programs and organizational structures that are trauma-informed and in accordance with federal laws and regulations.  

Since joining U-M in 2020, she has increased institutional resources focused on prevention and response, served on a variety of campus committees and created key alliances with the Flint and Dearborn campuses to address misconduct across the institution. 

She has more than a decade of experience in matters involving allegations of discrimination under Title VI and VII of the Civil Rights Act of 1964, the Americans with Disabilities Act and Title IX of the Education Amendments Act of 1972. In 2016, she founded an alliance of Title IX administrators within the Big Ten Conference where members continue to connect and discuss issues, practices and policies related to Title IX. 

Prior to joining U-M, Strickman served as associate to the chancellor for institutional equity and Title IX coordinator at the University of Nebraska-Lincoln and was a prosecutor in Chicago for 14 years.
