Colleges and universities are governed by a vast and expanding array of federal, state, and local regulations. While it is important to acknowledge the role that regulations serve to ensure institutional accountability, it is impossible to overlook the costs, burdens, and pressures that such regulations place on colleges and universities as they endeavor to implement, monitor, and improve institutional compliance programs. Indeed, more than any other time in higher education's history, colleges and universities must manage an unprecedented breadth of compliance obligations, without losing sight of institutional missions and higher education's overarching values of access, equity, and the pursuit of knowledge. To that end, establishing and maintaining effective and current compliance programs has become an indispensable aspect of university operations.
This CLE workshop will examine emerging compliance challenges over the course of three days, beginning with two opening plenary sessions addressing national policy developments and activities relating to the regulatory process. In the first plenary session, William E. Kirwan, Chancellor Emeritus of the University of Maryland System and Co-Chair of the Task Force on Regulation in Higher Education, will provide an overview of the Task Force's report on the Federal Regulation of Higher Education and the discussions among presidents who comprised the Task Force. In the second plenary, a panel of speakers representing higher education interests on the national scene will provide a preview of the upcoming Reauthorization of the Higher Education Act as well as other legislative and political issues on the compliance horizon.
In addition to the plenary sessions, panelists will cover emerging issues and new challenges related to a wide range of topics, including data security, lab safety, export controls, and public safety compliance. Registrants will also receive guidance on conducting thorough, prompt, and effective compliance investigations as well as instruction on policy writing and management.
