Dr. Gary J. Margolis is a managing partner with the professional services firm Margolis, Healy & Associates (www.margolis-healy.com). MH&A provides safety and security related consulting services to universities and colleges throughout North America. He has more than a decade of experience in higher education public safety as the Chief of Police at the University of Vermont and State Agricultural College from 1998 through 2009. During his near 20-year distinguished career in public safety he has served as a police executive; police officer and deputy sheriff; and police academy administrator. He holds a Research Associate Professor appointment in the College of Education & Social Services at the University of Vermont. Under his leadership, UVM Police Services is a three-time internationally accredited police agency through the Commission on Accreditation for Law Enforcement Agencies for whom Dr. Margolis is a Commissioner. He is a Past General Chair of the University & College Section of the International Association of Chiefs of Police, the oldest and largest police association in the world, and a former member of the association’s executive committee. He is often called upon by the US Department of Justice and US Department of Homeland Security as a campus security expert. Dr. Margolis holds a Masters Degree in Education and a Doctorate in Educational Leadership and Policy Studies from the University of Vermont.



Dr. Jeffrey W. Pollard (Jeff) is the Director of George Mason University’s Psychology and Psychological Services and a Professor in Mason’s Department of Psychology. He is Board Certified in Counseling Psychology, President of the American Board of Counseling Psychology, a Trustee of the American Board of Professional Psychology, and a Board Member of the International Association of Counseling Services. Dr. Pollard served as a staff psychologist at Villanova University before becoming Director of Health & Counseling Services at Denison University in Granville, OH where he served for twenty two years. He then went to the University of West Florida, Pensacola and served as Director of Counseling & Health Services and Professor of Psychology. He joined George Mason University in the summer of 2006. Dr. Pollard received a B.S. & M.S. at Old Dominion University, and a Ph.D. from The University of Virginia after completing his Clinical Psychology Residency at Eastern Virginia Medical School.



Chief Lianne Tuomey is Chief/Director of Police Services for the University of Vermont. She is a 28 year police veteran and has served in every facet of law enforcement. She brings extensive skills, certifications and experience in many aspects of organizational and human resource development such as: threat and risk assessment, use of force investigations, police patrol procedures, policy development, and crisis negotiations to name a few. Since 2000, Chief Tuomey has served the University of Vermont Community as a Captain / Assistant Chief of the police department with responsibility for all police and campus safety operations, prior to that she served as a member of the Burlington Police Department, retiring at the rank of Lieutenant. She serves on both of the University of Vermont’s threat response teams for students and the other for Faculty and staff. Chief Tuomey is an active member of the International Association of Chiefs’ of Police serving on numerous committees and projects as well as serving on the State of Vermont Criminal Justice Training Council Use of Force committee and is a Firearms and Patrol Procedures Instructor at the Vermont Police Academy along with being a Taser instructor. Chief Tuomey served as an advisor on the IACP ECD resource document issued in 2005. Chief Tuomey has an Associate’s degree from Clinton Community College and Bachelors degree from SUNY Tech in Criminal Justice, and her Master’s Degree in Social Work from the University of Vermont.



Linda Schutjer is Senior Associate Legal Counsel for the Colorado State University System working at the Fort Collins, Colorado campus. Prior to joining the Colorado State University System in 2008, she spent fourteen years in the General Counsels Office at The George Washington University. Linda spent five years in private practice, three of which were with Kirkpatrick and Lockhart in Pittsburgh, before moving to in-house practice. She holds a J.D. from Temple law school and an MPA and BA from Penn State. She has completed the course work towards her LLM in intellectual property at The George Washington University. Her areas of practice include intellectual property, research and compliance, technology transfer, contracting, real estate, information technology and various issues arising with students including dealing with distressed or dangerous students on campus. She has presented on a number of occasions on various topics for the National Association of College and University Attorneys and is currently teaching an upper level course on legal issues in higher education at Colorado State University.
