Raymond W. Kelly, Police Commissioner, City of New York

NACUA is pleased to welcome New York City Police Commissioner Raymond W. Kelly as the opening plenary session speaker for our 48th Annual Conference. Commissioner Kelly joined the NYPD as a cadet in 1960 and has served with the department in various capacities for 31 years, during which time he held every rank and 25 different command positions. He served as Police Commissioner from 1992 - 1994 and was re-appointed Commissioner in 2002. He has also served as Commissioner of the U.S. Customs Service, Under Secretary for Enforcement at the U.S. Department of the Treasury, and as Senior Managing Director, Global Corporate Security for Bear, Stearns & Co. Inc. He is a combat veteran of the Vietnam War, retiring as a colonel from the Marine Corps Reserves after 30 years of service. He holds a J.D. from St. John's University School of Law and an LLM from the New York University Graduate School of Law. Commissioner Kelly will discuss balancing civil rights, law enforcement and anti-terrorism measures. Sponsored by Nixon Peabody LLP.

Floyd Abrams, Lawyer and First Amendment Scholar

NACUA is pleased to welcome to the 48th Annual Conference Floyd Abrams, distinguished lawyer and First Amendment scholar. Mr. Abrams practices with the New York City firm of Cahill Gordon & Reindel LLP and is the William J. Brennan, Jr. Visiting Professor of First Amendment Law at the Columbia Graduate School of Journalism. His national trial and appellate practice, including frequent appearances as an advocate in cases before the U.S. Supreme Court, includes extensive experience in First Amendment, intellectual property, public policy and regulatory matters. He was described by Senator Daniel Patrick Moynihan as "the most significant First Amendment Lawyer of our age" and is the recipient of numerous awards from legal, professional and public service organizations. He recently authored Speaking Freely: Trials of the First Amendment. He will discuss current First Amendment issues.
